Housing Study

The City of Hilliard has initiated a Housing Assessment, launched in August 2025 and led by our consultant team, CommunityScale. This effort will help us better understand the state of housing in Hilliard and identify opportunities to ensure our community continues to meet the needs of residents today and in the future. This page will be updated throughout the study process, with project background, updates, and ways to get involved.

What is the Housing Study?

The City of Hilliard is conducting a Housing Study to understand the kinds of housing Hilliard needs and wants - and how to get them built. The study is one step towards implementing the goals and vision for the City of Hilliard as outlined in Hilliard’s 2023 Community Plan. The Community Plan set forth a goal of making Hilliard a place where anyone can live; this Housing Study will clarify which types and affordability levels of housing are needed - and identify opportunities for where and how to achieve that vision.

Attend the Public Meeting on 12/3!

A Community Open House is scheduled for Wednesday, December 3 from 5:00 pm to 7:00 pm. Location: 3800 Municipal Way, Hilliard, Ohio 43026 in Council Chambers.

5:00 – 7:00 pm | Open House: poster exercises and discussion with project team

5:20 – 5:30 pm | Presentation by project team

The public meeting is an Open House format. Attendees are encouraged to join at any time during the meeting as it is a drop-in meeting. Interactive activities will be available to gather input for the Hilliard Housing Study. A presentation by the project team will be conducted at 5:20 pm. All presentation material will be available on the open-house posters for attendees arriving after the presentation. Light refreshments and a children’s coloring activity are also available.

Housing Steering Committee

Hilliard City Council appointed a 10-member Housing Steering Committee to guide the housing study. The Committee will meet regularly throughout the study to review analysis and public input and advise on recommendations. Presentations from their meetings are available to review.

Initial Findings

Recent growth trends.

Household growth has slowed considerably since 2019. The Community Plan reported that Hilliard’s growth since 2016 has been driven less by annexation than internal growth.

Household composition and structure.

These household types and living arrangements do not account for all households in Hilliard, but they do represent a variety of the types of households and people that call Hilliard home - who often prefer or need diverse housing types to accomodate their life stage.

The bottom chart shows which types of living arrangements have grown or shrunk across the Central Ohio region, to compare with those changes in Hilliard.

Population growth by age.

Since 2010, young adults and adults 50-64 have accounted for a large share of Hilliard's population growth. Almost 70% more seniors (adults 65+) call Hilliard home today than did in 2010.

Existing housing types.

The most common housing type in Hilliard is a single-family home with 4 or more bedrooms.

Housing affordability trends.

While typical home prices have historically been affordable to a median-income household, the typical home price is becoming unaffordable to more than half of this community's households. Many factors are at play, including overall increases in housing prices and interest rates.
